Background：Northeast Asia, whose economy is largely characterized by its geographic features, embraces Northeast、North and Northwest China, Japan, the Republic of Korea, the Democratic People's Republic of Korea, Mongolia, and the Fareast area of Russia, having in it a total area of 17,280,000 square kilometers and a population of about 680 million and taking up 1/5 of the world's economic power. By the end of 2006, the volume of export and import between China and the other five countries in Northeast Asia accounted for 21.5% of the total  China's foreign trade.

Being the center of Northeast Asia, Jilin Province borders on the Democratic People's Republic of Korea,Fareast area of  Russia,and close to the Republic of Korea and Japan in East Asia . Jilin Province enjoys rich natual resources,favourable ecological environment, advanced manufacturing and processing industry, remarkable advantages in agriculture, well established technology and education basis, unique features of tourism and splendid history and culture, which forms a relatively favorable basis for its social and economic development. Since the implementation of the strategy to rejuvenate the old industrial bases of Northeast China, Jilin Province has become one of the most dynamic provinces in China. In 2006, the Gross Regional Product increased by 15%, ranking the second in the country in terms of the increasing rate. In addition, the increasing rate of fixed assets investment has topped the country for two consecutive years, and Jilin Province has become a province with more than 10,000 Yuan  of  per capita  investment.

On August 20th, 2007, the State Council ratified the 《program for Revitalizing Northeast China》, which boosted the revitalization of the Northeast to a new climax, indicating the development of Jilin Province will step into a new historic phase.

In 1991, United Nations Development Program (UNDP) started to advocate the development and cooperation in the Tumen River area, drawing great attention from numerous countries in the world and eight inter-governmental coordinative conferences on Tumen River Area development had been held since 1995. In 2003, the Chinese government proposed the strategic move of accelerating the revitalization of  Northeast China and other old industrial bases, which aroused  great enthusiasm of quite a few countries for participation in the development and cooperation in Tumen River area, and gradually shifted  to the Northeast Asia regional cooperation at large. In October 2003, Premier Wen Jiabao brought forward the proposal of enlarging regional cooperation in Northeast Asia and accelerating the pace of revitalization the old industrial bases in Northeast China during the summit meeting of China, Japan and the Republic of Korea in session of  the ASEAN Summit (10+3), which had drawn positive responses from international communities.

In September 2005, during the period of the 1st China Jilin·Northeast Asia Investment and Trade Expo, Kim Hak-Su, UN Under-Secretary General、Khalid Malik, UNDP Resident Representative to China and some senior officials of the governments of China, the Democratic People’s Republic of Korea, Mongolia, the Republic of Korea, etc. delivered keynote speeches on regional cooperation in Northeast Asia at the Forum on Northeast Asian Economic Cooperation and Greater Tumen River Regional Investment and Development as well as the 8th Intergovernmental Coordinative Conferences on the UNDP Tumen River Area Development Program. In the conference, the “Greater Tumen River Action Plan” was signed. The conference examined and approved the motion by the Chinese Government and reached consensus on six multilateral cooperative projects such as jointly establishing financial management fund by the five member countries, cooperatively building Sino-Russian Hunchun-Hasan Road Port Project, timber Processing, storing and wholesaling in Sino-Russian Hunchun Kraskino etc, pushing the process of Tumen River Area Cooperation and Development from paper work to practical operation.

Vice Premier Wu Yi proposed three points of suggestion concerning improving cooperative mechanism, enlarging cooperative fields and enhancing cooperative effectiveness at the Forum on Northeast Asian Economic Cooperation during the 2nd China Jilin·Northeast Asia Investment and Trade Expo, which had drawn positive response from relevant countries. During the 3rd Northeast Asia Investment and Trade Expo, People’s Government of Jilin Province, Ministry of Commerce of P.R. China and Office of the State Council for Revitalizing Northeast jointly sponsored the Summit Forum on Economic Cooperation in Northeast Asia. Vice Premier Zeng Peiyan proposed three suggestions concerning enhancing the construction of infrastructure, further developing the cooperation in industrial fields and perfecting regional cooperative mechanism at the Forum, which have got universal recognition from the representatives of those countries taking part at the Forum.

The 3rd China Jilin•Northeast Asia Investment and Trade Expo Achieved a Complete Success

As many as 71 high political officials and seven deputy state leaders of various countries and senior UN officials participated in the 3rd China Jilin•Northeast Asia Investment and Trade Expo. There were 116 International Groups that participated in the 3rd Expo, and the number of foreign merchants from 62 countries reached over 7300, which included the five countries in Northeast Asia: Russia, the Democratic People’s Republic of Korea, the Republic of Korea, Japan and Mongolia, and America, France, Germany and UK. Besides, 81 FORTUNE Global 500 companies participated in the Expo, in which 36 senior managers ranking above vice-president in Chinese Area level participated.

According to statistics, the total foreign trade volume of the 3rd China•Jilin Northeast Asia Investment and Trade Expo reached 410 million USD, increased by 6.8% compared with the 2nd Expo, consisting of 320 million USD of export trade value and 90 milliom of ordering value, in which chemical industry, medical and healthcare and light industry- textiles ranked top three in trade value. Domestic trade value amounted to 1.27 billion RMB, increased by10.0% compared with the 2nd Expo, with sales volume of 1.23 billion RMB and purchasing volume of 40million RMB. In the 3rd Expo, 169 projects were signed by Jilin Province, including 166 contract projects and 3 agreement projects, with the total investment of 77.4 billion RMB consisting of foreign capital of 71.9 billion RMB (including foreign investment of 25 billion RMB) and increased by 10 billion RMB and 11.8 billion RMB respectively compared with the 2nd Expo. All the signed projects valued exceeded 30million RMB, in which 122 projects valued more than 100 million RMB, 22 projects valued over 1billion RMB and 10 projects valued over 2 billion RMB. Activities, such as the ten special subjects Matchmaking Meetings concerning auto and spare parts, petrochemicals, deep processing of agricultural products and infrastructure construction,etc.and the High-level Northeast Asian Economic Cooperutire and the 3rd Economic Cooperative Forum of Northeast Asia, Russian Business Week and Business Days with Japan, the Democratic People’s Republic of Korea, the Republic of Korea and Mongolia all completed fruitfully. The Expo is playing an increasingly important role in promoting economic cooperation and development in Northeast Asia.

Orientation: China Jilin ·Northeast Asia Investment and Trade Expo is an active action taken by Chinese government to promote the economic and trade communication between China and other Northeast Asian countries, aiming at establishing the long-term platform where China and other Northeast Asian countries enjoy mutual benefits, exchange and cooperation、opening and competition. With the purpose of building it into the No.1 Expo in North China and gradually to an elite Expo in China and even in the world, with the theme of Northeast Asia Area regional cooperation and revitalization of old industrial bases in Northeast China, and with a view to highlighting the features of internationalization and economic and trade cooperation, the regional characteristics of Northeast China and Northeast Asia, The expo is open to business circles all over the world and is composed mainly of commodity trade, investment and cooperation,international conferences and exchange of cultures and sports. Adherence to the way of combining government guidance and market operation, the expo is supposed to become a platform both for commodity trade between China and Northeast Asian countries and the world and for investment and cooperation during the drive of revitalizing Northeast old industrial bases, through which participants could seek business opportunities, achieve development and realize common prosperity.

Aim: Establishing cooperation platform, creating the famous brand for business attraction, presenting  image  of  the region  and  promote  common  development.

Commodity Trade: display the products of the same industry in a centralized area, demonstrate the famous, high and special products of Northeast Asian countries and some  provinces (regions or cities) in China, and invite famous purchasing merchants from both home and abroad for trading discussion and  establish trading platform between China and Northeast Asian countries and the world.

Investment and Cooperation: Invite different types of investment organizations and investors from home and abroad to participate in the Expo and organize Northeast Asian countries and domestic provinces (regions and cities) to recommend projects, publish information of inviting investment, introduce investment environment and policies, carry out match making symposiun and trade discussion in various ways and extend investment and cooperation. Besides setting up a centralized exhibition area for investment and cooperation, some matchmaking symposium of special subjects will be arranged according to different industries such as equipment manufacturing, petrochemical industry and deep processing of agricultural products etc, in which we will invite domestic and foreign merchants to participate, publish industrial investment projects to seek partners.

International Conference:Based upon the proposal of “Enlarging the regional cooperation in Northeast Asia, accelerasting the revitalization of Northeast old industrial bases” by Premier Wen Jiabao, holding the Ministerial level Forum on Economic Cooperation in Northeast Asia Area, inviting Economic Ministers of Northeast Asian countries to take part in the forum and deliver keynote speeches; holding the 4th Northeast Asia Economic Cooperation Forum and inviting local officials from some provinces, states and regions of Northeast Asian countries to make further discussions on such subjects as developing and constructing Tumen River Area, so as to raise the level of the economic cooperation in Northeast Asian area, boost the development of economic cooperation of Northeast Asian area in a depth and achieve mutual prosperity and harmony.

Cultural and Sports Exchanges:  Plan cultural and sport activites elaborotely,such as the entertainment evening party"Meeting in Northeast Asia",promoting culutural exchanges of Northeast Asia,upgrading the influence and reputation of the Expo and creating the brand of  Northeast Asia Expo in full swing.

Site

Changchun International Convention & Exhibition Center  

There are seven exhibition halls of A, B, C, D, E, F and G in Changchun International Convention & Exhibition Center, with a total area of 75,000m2. There is also a 15,500m2 outdoor exhibition area, and a 6,000m2 ceremonial square.

The Smaller Comprehensive Hall used in the 3rd Expo covers 3316.8m2. The main conference hall can accommodate 393 people，equipped with 6-sound channels for simultaneous interpretation in English, Russian, Japanese, Korean, Mongolian and Chinese, where some large scale international conferences had been held such as Summit Forum on Economic Cooperation in Northeast Asia. The Larger Comprehensive Hall will be completed,which covers 20,000m2, designed with many well equipped conference rooms in small and large sizes. In addition, the international professional conferences of the 4th Northeast Asia Expo will be held here.

The Expo will furnish all the participants with first-class exhibition place, security measures, service, and humanistic environment.
